in 7.1 is there going to be new pentameld crafting gear to start week 1 for savage pugging?

If memory serves (and the pattern continues), 7.1 brings new left-side crafter and gatherer gear, but the next Savage tier comes in 7.2.

I can't answer the crafting gear question because that's for crafters to answer.

But week 1 savage pugging will not be a thing until 1 week after 7.2.

There will be other new raids in 7.1x, though: Unreal (scaled up extreme, easy content, 7.1), Extreme (7.1), Ultimate (harder than savages, should be 7.11), Chaos Raid (actual difficulty undetermined)

So realistically people doing Ultimate will be using savage/tomestone gear, but they may want to buy damage potions, food and materia for it. Chaos Raids are new so we will just have to see about those.

There is a new alliance raid coming, which will give ilvl 720 gear, and a weekly token which can be exchanged for tomestone upgrade resources.

Not the 8 mans. The first part of the Alliance Raids comes with 7.1. Then next normal raid tier is 7.2. 7.1 will also have Byakko Unreal, EX3, and the new Chaotic Alliance Raid. Ultimate seems to be sometime around US Thanksgiving if the uproar I'm seeing over that is true.
