The issue is that there's insufficient raider population on Crystal, Dynamis, and Primal for raiders to meaningfully engage with the content on these servers.

Adding more servers would make the issue significantly worse. Just add cross-dc pf. Yoshi-p says "spaghetti code" instead of "no comment", it means nothing.
