I'm not sure how that would work. That's a ton of instances to handle, although it would definitely be unique AFAIK for an MMO.
If I'm understanding you correctly, then in fact not all final fantasy games have had instanced battles, i.e. where the area shifts when you encounter an enemy, whether battles are random or not. FFXII had all enemies out in the world, and you fought them there.
I also know I'm not the only person who would love to play an MMO version of FFXII. You are correct though, FFXII was the only final fantasy with non-instanced fights.
FFXII was built on XI's foundation as they felt they could have always done more with it so it was the "true vision" of what they had for XI, so the online FFXII = FFXI, just not set in Ivalice. The Guildleve system in XIV is already basically pseudo instanced as it's open world and the monsters that are yours/your part will only be interacted by such.
9 was the only one, the idea is that it would be pretty much like what we have now for dungeons and primals etc. but the instance would shut down right down the fight, only problems i would see with this would be the servers only being in japan and the problem that spouted up earlier with instances being created with no one in themI'm not sure how that would work. I have to add, they are already going to implement it for the roaming primals in 2.0, i would just like them to extend the reach to other things and remove the gates on dungeons that used to be instanced

I'm lost with your 9 comment it had random battles all 1-10-2 where all random encounters/instances 11-12 open world content 13 and 13-2 kinda open content with which you had to strike first to go into an instance....
