I think you may be doing something very weird or having extremely weird latency issues because I can't for the life of me find any way to access Flourish while using standard step. This sounds like you have enough latency for Flourish to overtake your standard step action server side, perhaps because flourish is a lot more responsive or something.

don't think i did anything weird at all, i just put flourish and standard step right next each other, because it's make sense to put something combo with each other in one group, then sometime when i smash button for rotation, my fat finger happer jam into both button and that happen

being locked into step input menu few time since i unlock flourish trait in level 96, that mean it's not really a rare bug

Step or Finishing Move?

Step prevents you from using any other abilities except Samba, Waltz or Role actions while dancing.

Bugs like what you describe get found and fixed within the first day or two of a patch that introduces such a bug. If you're having issues this late, regarding something that literally thousands of people play every day without issue, it's probably something wrong on your end. What you describe regarding lag and being locked in Step sounds to be plainly just that: lag. When you're having connection problems, your requests to perform actions might not reach the server, or you might not receive the server's response to those requests, either of which would make it look like you're "locked" in some state.
