I would add to the hall of the novice just 2 things
1) Voice acting (because it would be a nicer presentation vs reading a wall of text)
And
2) A hefty reward for doing the later stages. We already have the brand new set and ring, wich are pretty nice by themselves, but for the 49 quest they could add a mount or a similar reward, since that is something newer players wont get too much variety for a while, and would be a nice carrot on the sti k
If they don't update the actual content in Hall of the Novice (stop teaching tanks to single-target mobs!) it would be worse than useless if they made it mandatory.
I like the idea of telling players if they are playing correctly or what they're doing wrong if they aren't. It's very hard for someone to improve at the game without external resources.
This is SE's fault as they encourage players to spam Cure/Benefic for the proc. Even though the playerbase knows that it's better to use the upgrade and the proc is a waste.
Healers:
- Using cooldowns
- Using damage skills, while also healing
- Using better/upgraded spells instead of Cure/Physick/Benefic/Diagnosis
- Mana management, as a addendum of the point above
- The different philosophies between heal (reactive) and shield (proactive) healers
- Using Esuna (DT healer role-quest does this but it needs to be a LOT sooner)

I wish there was a better tutorial for role actions for players. It's not really till the role quests in ShB and on that it really tries to emphasize those, and only kinda. Tanks have to use interrupt once, healers esuna once, but DPS? No shin-kicking for melees, no head graze for ranged, no addle/feint... I hope this update to Hall of the Novice signals an eventual bigger update (including getting actual relevant info in like PorxiesRCute said).
What happens when SE defines competence differently than players do (not that the player base would ever agree on what defines competence)?
Also, WoW tried something similar to what you suggest back in Mists of Pandaria. It was called Proving Grounds. It did not end well.
You can make Hall of the Novice mandatory but it will never be a guarantee that a player will perform "competently".
Just looking at the healer list, to start
Using cooldowns- that would be interesting to hear from Square -i.e.- what their perspective is
Using damage skills, while also healing -- already part of what every healer should absorb through the role quests, so meh
Using better/upgraded spells instead of Cure/Physick/Benefic/Diagnosis ;> fair enough, even better if the skills were upgraded through a redesign
Mana management, as a addendum of the point above -> not something I would have identified as a teaching point (as it isn't a pain point), but can't hurt

Lets talk about basic competence:
DPS:
Using AOE abilities on 3 or more enemies instead of single target
Using Single target abilities on bosses instead of AOE abilities ( Hello Ninja who keeps using Doton on the boss)
Not standing in front of the boss and getting cleaved.
Melee:
Not running away and out of melee range because you get an AOE marker on you.
Healers:
Not using Cure/Physik/Benefic/Diagnosis outside of low level Dungeons.
Cleansing Doom with Esuna
Tanks:
Turning on Tank Stance
Using AOE abilities on 3 or more enemies instead of single target
proper Mitigation management.
Pulling more than one pack at the time in dungeons.
Casters/Ranged DPS
Not standing at the arse of the world & outside of AOE heal range
