If that's true, it definitely should be changed to before Sastasha, haha.
Before Sastasha is pointless as there are just too few skills... about 30 and 50 should work best. It should be "get your jobcrystal and do this quest!" followed by "Now youre grown up and gotta learn that!"

Its a joke the game tags players as new ALL THE WAY to Solution 9 and further... youre not new after Heavensward, even less Endwalker...

You get access to the Hall of the Novice very near the same time you unlock Sastasha. What they are doing is adding new pieces of teaching content to it that unlocks at level 49. You will still get the baby easy mode ones before entering Sastasha.

I think making them mandatory is a good idea. That would definitely give players no excuse for failing at some of the most basic commonly used mechanics, like stacks and spreads.

Oh yes, definitely. Lvl 30 is great since it’s a major milestone similar to lvl 15.
Though the game does have pop up tutorials, people can and will ignore them.
It would be a good time to nip a few issues in the bud before they proliferate, like a lvl 30 PLD spamming Rage of Halone without the first two actions.

On the subject of high level players, I think there should be some kind of resource available (maybe at the max level of each expansion) for returning players or those who need a brush up on a class they haven’t played in a long time.
Whether it be a NIN that doesn’t know about Ninjutsu, SAM that doesn’t know about Iai, or WHM that doesn’t know about Holy, it’s neither fun for the player (at least I hope that’s the case) nor fair for others in the party.
