Before NIN came out, Gladiator and then eventually Paladin had daggers and shortswords that were changed to be NIN only later on. There's no full on monopoly on a certain weapon-type, but if all the aesthetic has to go on is the weapon, then there's not too much room. There's only so many ways to shoot a bow or a gun and when the devs shook it up with the heated weapon skills for MCH people said they looked goofy and it was kinda jarring how you had jumping and shooting animations with magic bullets appearing and stuff and then go back to boring stand in one place animations.
Not directly but they’ve made various quotes that point towards it being the case. And I mean it’s not like they’ve ever said they can add various jobs with the same weapon; if anything Summoner/Scholar proved to them why they can’t do that. Firstly as evidenced by Ninja/Paladin they can’t have two jobs with the same ‘weapon type’ existing. So to add another job with the same weapon, they have to either remove any previous instances of it or create an entirely separate weapon type for what’s essentially the same thing, I.E ‘magic bow’ vs ‘normal bow’, at which point I think the devs would ask ‘why not just make an entirely new weapon by this point?’.

Secondly is how the devs see ‘weapon-based jobs’. Earliest example I can think of being that they refused to do a ‘Hunter/Ranger’ job coming from Archer that just uses a ‘bow’ because they didn’t think anyone would play it, hence Bardarcher was born. Likewise we can see the same with Machinist; they likely thought a pure ‘gunslinger’ type job wouldn’t be enough for FFXIV, hence ‘gun guy with magic bullets and cannons and stuff’.

Not only that but practically, we can see the devs are extremely allergic to actual gameplay overlap. I.E ‘White Mages can’t get buffs because that’s ASTs jobs / can’t get shield because that’s SCH/SGEs job / can’t be dps healer because SGE. The devs would rather White Mages just get benched than have then potentially infringe into another healer’s territory (so it just can’t go anywhere lol).
