And the last PLL summary linked just above state that the item increase will come first, meaning the tardis will come after.

The summary also states that the Tardis interior feature is already complete, but requires optimization. With said optimization being tied to the item increase. Yoshi-P gave a long explanation about it during the live letter itself, where he stated his intention to implement both changes simultaneously, but that entire thing seems to have been omitted from the official summary.
