If you meet all of the necessary requirements, yes.
You'll be able to enter the lottery and [potentially] win a house.
It will just depend on when you transfer. We are currently in the 'entry' phase of lottery #97.
If you transfer right now and meet all requirements to purchase land, then you can immediately go pick a house and enter the lottery. (current entry period ends October 3rd at Midnight JST [GMT+9], adjust for your timezone)
If you transfer after the entry period, you'll have to wait for the results phase to finish and enter at the next lottery.

You should be able to bid right away I think, I know there was a 3 day grace period for when the new worlds went live. I dunno if that applies to any that transfer now but Dynamis still has some mansions too, Kraken is now the second largest world after Seraph if you want to move to an active world since Seraph is congested atm and can't be transferred there for now. Even if you did have to wait for the 3 day grace period, you will still have time to put a bid in this lotto cycle, so you're good to go if you transfer today.
