The higher level book also doesn't limit you to only high level dungeon options. My book this week needed 51 to 59. I usually just passively complete mine through doing roulettes as a healer but that range of a dungeon would be no issue for a max level character.
Ive felt for awhile now that a good solution to this problem would be for the devs to add 2 new prizes to the pool. If you hit 3 lines on a maxed book, you get the options(always? usually? i think its always) of 1mil MGP, 3 silver, or 1 gold certificate. So if Khloe considers those to be roughly equal, why not add a prize to the silver certificate pool where we can use 5 silvers to get a gold? The ability to go up a prize level, but with essentially a tax. You could do something similar with like maybe 10 bronzes for a silver.
Yep, this is my experience as well. It's usually an assortment of lower level dungeons you can easily unsync, either Coils or Omega raids, some Heavensward or Stormblood extremes and then some Endwalker stuff. If you spend a few points on Retry, you can easily get your book done in about 10 minutes depending on how lucky you get (hi, Bismark and Thordan).
It makes sense why they don't reward gold certificates if you're not max level. The gear rewards regularly get cycled for max level. And the mounts are further incentive for level cap players to continue filling duties. Why would they design it such that a level 60 player could potentially receive rewards they can't even use for 40 more levels?
Because it's better than preventing them from acquiring the item at all just because they got their lucky moment in the wrong week.
Plus it isn't just about new players; it affects old players at the start of a new expansion when their status of having reached level cap is lost until they level back up again. And if that's the week RNG shines on them and gives them three lines, they miss out.

To be clear, I don't think anyone is having difficulty with Bahamut. Getting Bahamut is the gift of an easy clear.
So in my experience, I can single-handedly delete a level 60 book really quickly, because there are always:And there you go, in the blink of an eye your book is done.
- 4 dungeons 60 and below you can quickly unsync solo
- At least 1 each of Alexander and Bahamut which you can quickly unsync solo
- 3 or 4 50/60 Extreme trials you can REALLY quickly unsync solo
But with the max-level book, it looks a bit different:
- 2 of your 4 dungeons will be 91-99 and 100. Can't unsync those, so you've lost 2 of your quick unsync options.
- Trials will always include an Extreme 90, 80, 70, and 1 or 2 60's. Some of the 70's I can solo, but some I can't. So at least for me, the max level book removes 2-3 of the REALLY quickly unsync solos
- iirc there's only 1 of either Alexander of Bahamut, so that's a loss of 1 more quick unsync
So at least for me, the max level book means that I'm going to need to queue for a synced duty or wait for a Party Finder. It's meaningfully slower, but it adds my body to the public play-space and feeds the MM aspect of the MMO.
And I'm sure it depends on your skill level; I'm an admittedly mid player. But also, the overwhelming majority of the player base is casual, so I'd be surprised to learn that this wasn't representative of the average FF14 player's experience.
In fact WT is easier and faster at higher levels as you can easily solo enough duties to complete it. There is no need to complete any lvl 90+ dungeons. WT is always the first thing I complete to get it out of the way and I skip lvl 90+ content as it takes too long. WT can be completed in about 10-15 minutes.I’d like to make my argument for why the Golden Certificate should be a reward regardless of what level you are when you accept the Wondrous Tails. I believe the game design logic behind this decision is because the dungeons and trials that you have to complete to finish a Wondrous Tails below maximum level are easier. But I feel that the cons outweigh the pros on this.
But I agree with OP, it should just be one gold certificate regardless of level since it’s based on luck. I got lucky and got it 3 times in the past two years. The 1st and 2nd time were exactly one month apart.
