SE has their own internal "ethics (DEI) department" that got really famous for censoring Tifa in FF7 Remake/Rebirth but also characters from Dragon Quest and Summons from other FF games got hit with the censor stick in their remasters.
After backlash they removed the existence of this departs on their homepage but it is quite obvious that it is still there doing "their thing" when you look at whats happening with DQ3 Remake.
They are probably glad Toriyama is dead so they can finally "fix" his art.

And this is a lie. The censorship as been applied across the board. In fact there was an interview recently with the creator of Dragon Quest where he talked about it, and showed some disapproval at it happening with DQ3. Also the censored parts of FF7 Remake/Rebirth were also applied to the JP version as well. In short unless it was spoken words, it applied to both version.
In a recent TSG interview, the creator behind DQ clearly expressed that they believe the censorship going to the DQ3 remake is stupid and is just Western non-sense. Rather, they lament the fact they are "forced" to do it in order to stay in compliance with the law in order to sell the games here.
On one hand, some of that is true especially when it concern stuffs like rating. But the interview does touch on some detail that felt like misinformation, for example they think the Type 1 and Type 2 body-type is a requirement for E rated game? Remember these creators only interested in their own work and not the culture war nonsense, so if this is what their legal/consultants told them, they have no choice but listen. And see how far these people can go to lie in order to push their agenda, it wouldn't be surprised over the years they're have been feeding the creators false information.
The problem is the rating system isn't legally enforced. It a separate company that's part of the industry deciding what get's what rating. Feeding false information is kind of the entire job of these consultant companies... As they're supposedly experts on what is and isn't generally accepted by society, and what the people actually want in their media, and they're brought in to direct the game's creation with that information...
