Can you report ones that enter a duty and then just afk during fights. Today had a tank that just stood and did nothing in a duty. Being a healer that puts you under a lot of stress trying to keep everyone alive.

You can report them but you can't just let them die and leave them dead (not doing your job) or threaten to leave them dead (harassment). Either of those things would be reportable behaviors against you instead.

I would report for sure, and seriously... run a vote kick. if they are obviously AFK, and are not responding, kick and move on. your time is worthwhile too

This. "AFK" is even one of the preset default options when you initiate a vote kick on someone and the system asks you to specify why, so Vote Kick is definitely an instrument the devs intended to be used in this scenario.
Yes. Report them. Vote Kick if possible. Worse come to worse, leave the duty, try to convince the others to leave as well.
the whole point is to AFK in a smart way
- for a normal raid you can AFK after 2-3mn of the pull, people will not want to wipe just to kick you
- in an alliance raid you need to be stacked with a lot of people so they wont see you AFK, also once the last boss is pulled you can AFK after 2mn (there is no enrage)
- you can also deliberately die often so they just see you as a bad player, and dont want to raise you anymore (try to keep track of swiftcast for an extra 40s afk)
- for dungeons as a dps you cank skip 2 trash phases and the last boss (use the following excuses: phone call (use macro) / DC and then for the last boss you just AFK)

If you look at the full TOS, this comes under "lethargic play" and arguably "aiding the enemy". You absolutely can report people for that.
Be wary of opening treasure chests though, as you can't kick people from the party when loot is being rolled on and people who are AFKing will not roll on loot. Because of how long the loot roll time limit is, it's entirely possible that by the time that timer expires, you've refreshed it by opening a later treasure chest.
I have something else to add on top of it.
How about also making "follow target" get disabled during battle the same way waymarks work like there's no need to have that in a battle.
What would my reason be to suggest that?
Well.. imagine this; What if instead of the scenario where in the middle of a fight the AFKer relays to the party that it has to go afk to do something such as answering the door and it comes back with chances of needing a res to continue on?
We get the scenario of a silent unaware auto-attacking PKer whom assigned follow on an innocent party member just to end up stacking both their AoE's on each other. Or what if the AFKer ended up getting dragged to Llymlaen's DoT bath water if the one being followed stopped moving closer to the boss?
