Logging in and managing your subscriptions will indicate to you how many more character slots you may purchase at this time.
I believe in 2.0 it is a total of 40 with a limit of 8 a server.

No, you can make a max. of 8 characters per account atm (if you go by the Square-enix account website).

After 2.0 you'll be able make 40, if you do it now you'll be charged.

Not just Legacy members. With 2.0, 3 types of subscriptions will be available: Entry, Standard and Legacy. The Legacy subscription will only be available for users who have paid for at least 90 cumulative days of subscription between the 6th of January till the start of the 2.0 beta. For other users, the Entry and Standard subscriptions will be available.

The difference between the Entry and the Standard (next to the monthly fee) is an Entry subscription will allow you to create 1 character per server (with a limit of 8 characters in total), while the Standard subscription will allow you to create 8 characters per server (with a limit of 40 characters in total). All of this without additional character fee's (which we currently have now).

The difference between the Standard and the Legacy subscription is the monthly fee. A Legacy user will be allowed to create 8 characters per server (limited to 40 characters in total) like the Standard Subscription, but as a legacy member you will get a discount on the monthly fee.

Here's a summary of the 3 subscriptions:

Legacy - Monthly fee (30 Days): £6.89 / 9.99 €, Characters per server: 8 (total of 40)
Entry - Monthly fee (30 Days): £7.69 / 10.99 €, Characters per server: 1 (total of 8)
Standard - Monthly fee (30 Days): £8.99 / 12.99 €, Characters per server: 8 (total of 40)

Next to a monthly discount, legacy members will also get an exclusive Chocobo Mount and the option to have their names added to the credits of the 2.0 version.

There will probably be a Advanced Purchase Discount as well so each package could see a 3 dollar discount if there is a 6 month package.
