The "apartment large" could have one room different (maybe set as an option?) that is like a greenhouse / sunroom. You got your garden right there. Maybe make that room flagged for exterior furnishings only.Honestly they would resolve a lot of problems if they just expanded the apts. Give an option to purchase a small apt, 500K, and then give an option to purchase a large apt., (not the same size as an actual house large), and then allow people to progress towards extensions that permit gardening (and no I don't mean the teeny tiny interior pots)
The Inn room in Tuliyollal shows they can add an "outside" balcony to an instanced room, so a Medium (and Large?) apartment with a balcony like that would satisfy a lot of people, I think (not everyone, obviously).

Either this or maybe a 'penthouse' with rooftop access. Might be odd to fill the roof of The Sultana's Breath with trees, but it would be a nice option.

What I enjoy most in games such as The Sims is landscaping/garden design and exterior design, so apartments simply do not interest me, even if they were upgradable or had balconies.
I did buy one ages ago, but just not that fun, so it's just being used as a furniture storage chest, lol.
I would love to own a house, but honestly I've never bid on one.
Millions of Gil aside, the bid system is extremely limited and clunky and - this is the big no no for me - automatic demolition if you unsubscribe for any length of time. I understand it's there due to the limited supply, but said supply is kept artificially low on purpose, and it honestly feels like blackmail to keep subscribed indefinitely.
I'd love instanced housing, it's the only way I'd ever get myself to engage with this system, BUT it's simply not going to happen. Like I said it seems they are keeping the # of available plots low on purpose to keep the demolition blackmail in play and honestly it feels pretty scummy. (Cue Yoshi-P telling us it's okay to go play other games.)

This might be a hot take, but people pretending like Yoshi-P is our friend or has our bests interests in mind are a little deluded.
At the end of the day, he is the higher up at a large corporation, and his main goal is to derive profit for shareholders. Sure, he made a game that appeals to a lot of people, and maybe he was pretty relatable in the beginning, but the end-state for all people like that is maximization.
Him telling us to play other games is just an attempt to foster good will, which is good for profits... but he doesn't actually want us all to flock to other games between patches, because then nobody is paying to keep the lights on.

Its not a players argument. Its Square point of view. Square sees Apartments as Housing. If you want it or not.

the biggest hurdle for instance housing is now gone, it was how to have enough server space for everyone having a house with new cloud servers we dont have to worry about running out of instances.
not only that we had the experimental content IS with explored many different things related to housing and instance housing we just have to wait for SE to work through the data and eventually roll out instance housing which wont be for some more years since SE is slow to implementation of anything.

Pr Yoshi answer: "Its a bit hard now. Well look to it in the future"
i think housing as it us now should stay. only for guilds though since that makes it more likely to have a lively neighborhood.
and then we have instanced housing for players. (tbh i dont really see the point in housing if its instanced though)
one of the biggest mistakes was to not add rents for housing. of course adding it afterwards would lead to an outrage. so thats not a solution.
