This was my exact thought reading about the graphics things lol, I had no idea what this refers to either. Specialised? Specific? Speckled?

It's a PR friendly way of saying "this was intentional, get over it."
That wouldn't have made it any clearer to me, as that was basically what Google was suggesting.
I feel like they could have just said "intentional" or "by design" or something like that and it would have been significantly clearer, but oh well. Chalking this up to translation goofery.

Like, even beyond hrothgar and viera hats, female hrothgar have *other* issues with gear and lacking hairs overall that I certainly hope it wasn't *intentional*.
