Delayed Mechanics Animations, ongoing issue

Hi all.
As the title states, I am still having problems with animations being delayed. Most noteably in alliance raides, level 70 and up. Sometimes it makes it impossible to play, as the boss animations may delay for quite a few moments and I won't know what is happening and my character, when casting, will freeze in a pose just gliding around, until the animation releases.

I just did two tracroutes, but I don't know how to read these. Any advce or help will be appreciated. Please do note, however, I do not believe the issue is with my PC.

Edit to add: I am on Aether Data Center, Midgardsormr Server. My ISP is AT&T Fiber and I am on the 1000 plan (1 gig download speed). I live in Louisiana.
