It's harder to consider JP because their culture is vastly different from NA and EU. NA and EU have similar gaming cultures and can co-exist.

It was already said in gamescon that Yoshi-P is also waiting for NA and EU specifically because that can work. While for JP, I think that its own separate thing.

If SE were to wait for an all or nothing, then to be honest they wouldn't keep Oceania open for everyone to visit.
