It is an option, though a poor one because it can mean transferring to another world that has available housing as the OP has done.

In a way, housing in this game is a victim of the game's success. A smaller stable population would work well with a ward system. Wards don't have the flexibility needed for growing populations not to mention the demand it creates for more hardware to handle the need for more wards.

It's ironic that the instancing system that would solve demand problems sits neglected in the background because players are forced to navigate the ward gatekeeping system to get access to the instanced part of housing (the house interior). Remove the gatekeeping system (freeing the server resources it requires) and things would improve greatly. No more arguments over neighbor decor choices while still being able to freely visit other player's housing.

If the rumored features of Housing Mirage come to pass and they apply to apartments as well as houses, we could see a true positive shift at last.
