Role actions are there to standardize a given role, so their entire point is to provide a homogeneous benefit to all jobs in that role. The distinction between physical and magical attacks is purely an aesthetic choice anyways, especially given that most jobs don't use MP.
Shadeshift also already has the longest defensive cooldown for all the melee DPS, tied with Riddle of Earth on monk, but without the party-wide heal that monk has attached to its defensive.
Ninja has possibly the worst self mitigation as a result.
It's honestly kind of dumb when you see Reaper with only 30 second cooldown on its defensive and samurai with 15 seconds, but ninja has to wait 2 minutes for its defensive to come off cooldown. They could cut that in half and it still wouldn't be balanced to the others.
While true, times you need to use bloodbath don't nessecarily align with 90 second cooldown on bunshin.

Now that 7.1 is out, I would like to bring attention to the plight of Bloodbath once more.
The recent changes to Ninja are very nice and I am thrilled to see the changes made to Ten Chi Jin. Unfortunately Bloodbath still does not work on half of Ninja's abilities, a fact woefully made all-the-more-apparent by my recent forays with the Monk Job.
We still need Bloodbath to work with Ninjutsu and other magical abilities, CS3. Please make it so.
