blist/mute arent working

Normally I can click on someones name, and add someone to BList. This time, It says I can pick BList, and then a pop up asks if im sure, I say Im sure, and then... nothing...
I check my BList, so i can leave a note, and the players name isnt there. (I went through all names, just to be certain its not out of order)
Tried multiple times, it keeps not adding them.

Id just add them to the Mute list, but the game never allows me to select the mute option like it does for my friends. (Who are on PC, im on PS4, idk if PS4 just isnt allowed to use mute or what)
