I'm all for improving the filters by allowing more of them and maybe even regular expressions but also I think it's a little conspiracy brained to assume every person posting shout chat ads is trying to circumvent your personal filters to advertise to you and lord in heaven I can't imagine getting mad at people for gposing or bothering to put it down by trying to contrast it with photography. I promise you that the way you play and enjoy the game isn't actually that better than how anyone else chooses to. People who get mad at other people having fun are much more in need of grass touching imo.
Overall the chat system is just kind of a mess in 14. It's not the worst but it could be better. Novice chat shouldn't double as a world group chat etc but not because I don't think it wouldn't be nice to have one so that people wouldn't feel the need to be in the novice chat.

Its simple, you block term x, they change that term into an [x], now the filter doesn't work anymore and I'm still seeing ads for a content I don't care for and find obnoxious to see it being spammed in the game chat.
I'm not saying you shouldn't be allowed to enjoy RP, venues or all that stuff. You do you, but you are not special to the point it grants you a pass to annoy people that do not partake in your type of content.
Yes and no. Not every advertiser is doing it on purpose but some definitely are. A good chunk of higher venue management are advertisement optimizers because it directly impacts having consistent incoming traffic to the venue as opposed to spikes that fade away because people leave at various times. Things that I did personally or knew that other people did in terms of optimizing/competition (some of these are considered bad by the community but still done by some parties):
- Controlling the locations that a shoutrun is performed at
- Controlling the length of the post based on feedback
- Controlling the details of the post based on feedback
- Controlling the location of the details in the post (what catches eyes/attention first)
- Controlling the timing of each shoutrun lap
- Controlling the amount of PF's posted (the more PF's hosted, the more you're at the top of the list)
- Controlling the spacing of PF's posted (spreading them out averages a higher time at the top)
- Controlling the timing of the shoutrun post itself to push out another venue's ad from someone shout's chat (posting right after so the game auto-scrolls and kicks it out)
- Posting more eye catching PF designs before and after someone's PF to dwarf that singular PF attention wise
- "accidently" hitting in-venue advertising macros while at other venues
- shoutrunning route edited to include shoutrunning in housing wards that are known to be populated by a venue/collab doing an outside event
- having multiple shoutrunners unrestricted on the same data center that leads to chat spam and overlap such as double posting from different people
- someone on twitter mentioned a location having someone sending tells advertising in Limsa instead of shout chat
- Yell/Say and Shout chat advertisement message to bypass people who have Shout chat disabled

I agree the that the filter is, while a great and promising start, very flawed in it's execution, and gives the impression it wasn't actually tested outside of JP.
It should have a larger character limit. It should not be case-sensitive.
Still, this is not a bug report so much as the feature not being fleshed out and thought out fully. And I do believe unicode symbols like those are simply read as more than one character. And if it were a bug, general discussion wouldn't be the place for it.
And as a side note, resorting to attempting to insult venues and gposers themselves because you're frustrated just causes people to dismiss the valid concerns you have about the filtering system itself.
