Monster is unkillable in quest "Combat Evolved" and I cannot finish quest

Steps:
1. I go to kill the Omicron aggressor.
2. At the very end of the monster health bar, no attacks are doing damage.
3. The monster then times out and resets the fight.
4. This keeps getting repeated, I cannot kill the monster because the monster freezes up at the end and the attacks do no damage.
5. As a side note, I have seen someone else do the same quest and fail for the exact reason.

This isn't a bug at all. Working entirely as intended. You aren't meant to kill that enemy for that quest. Maybe you should read the actual quest instructions on the side of your screen.

If this happened it's because you aren't meant to kill it. Instead, you are meant to use a key item on it after weakening it.

If you look at the quest text, it says to use this item on the weakened Omicron. You can click the button beside it to use it.
