They have said that it's something that they've been trying to do but they have technical obstacles they haven't been able to overcome yet. At one point, YoshiP made a half tongue in cheek comment about being willing to pay well for a programmer that can figure out how to get it to work with the game's engine and code.
They more or less commented looking into it, even estimated development time for possible implementation... ~3 years...
Seeing that world travelling may become a thing sometime in the future I can't imagine them not working on making queues and PFs a regional thing.

Instead fixing the spaghetti code why don't they just make whole new game to replace FFXIV. Phantasy Star Online did that with Genesis expansion.
What? How? Most people who leave their DC for the raid DC are doing so for the PF. If they can access the PF from their own server, no one will be compelled to DC travel. It'll also fix the issue where DCs are hemorrhaging players to the 'raid' DC. There'd be 0 benefit to be on the 'raid DC', only restrictions (on retainers for example).
If you can access the other DC's PF from the comfort of your server with no restrictions on your end, why would you shoot yourself in the foot and hop over to the 'larger' DC?
