    Base Stats for Crafting and HQ

    It's said that using a the correct base stat for your tool increases its quality but that's pretty ambiguous...

    Someone mentioned in another post:

    Can anyone confirm / give opinion on if this is true or not?

    People I've talked about this with seem to be under the impression that base stats only increase HQ chance... But if it increases quality wouldn't it also increase your EXP gains when leveling? Or is it some kind of freaky hidden quality that only counts for HQ?
