I am sure the devs read the threads from time to time, but it's most likely really only specific ones or ones that get a lot of attention, like the graphics update thread for example. The devs are most likely not going to want to look at the forums and read through a dozen different threads in each of the different languages that are just currently "Dawntrail bad, writers bad, devs bad" unless they WANT to see players roasting them. Can only really just hope if they do look at the forums that they actually take the feedback into consideration, but that's a BIIIIIG hope. As for moderation, it IS here, it's just a more passive "We'll take action if we absolutely have to" type of mindset it seems.

That but also it's more the community team's job to gather feedback and deliver it, especially given the language barriers.

This is a good mindset, actually. I've seen forums over-moderated and it's not good. Most moderators just over-moderate things, so really pushing the limits of what they'll allow is good and allows real debates to happen. Because debates get heated sometimes but, sometimes this is necessary. As long as it doesn't stop being constructive or go off-topic. I know many people may think posts here aren't constructive sometimes, but often they can be if thought of from certain perspectives, so just letting posters push the limits a lot allows real and honest debates.

I think it's important to repeat this point because it's clearly how it works. GMs moderate in the game only when reported. They seem to do exactly the same on the forums.
