In my opinion it's most likely because of the general idea the boss will move to the middle on its own and that there's no need to position the boss.

But that's a player issue.
Up until now it was glaring design issue with encounters, remains to be seen if it will be fixed in DT.

Consider TOP P1 looper. Enormous boss sits on the center, still has flanks and rear which can never be accessed as you always are forced to be at certain position for the mechs All tank can do is rotate boss initially to SW which increases statistical like hood of melees getting them with MTRH priority.
