Unable to launch application. Launch using the ffxivboot.exe file.(0)

I keep getting this error when loading up the game. I dont play through steam, and even after a clean boot and multiple fresh installs im still getting this error.

What Platform are you using? (Windows/Mac/PS4 etc.)
At what point does the issue occur?
How often does the issue occur?

Could you provide the exact error message received?
Are you running any additional programs alongside Final Fantasy XIV?
Does the issue occur with one character or multiple characters?
When the issue happens, is the PC over heating at all?
Were any update or changes made to the PC around the time of the issue?
Does this issue occur if the game is run in full screen mode? Does it happen in borderless or windowed mode?

All steps taken to resolve the issue:

Could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.

What Platform are you using? (Windows/Mac/PS4 etc.): Windows
At what point does the issue occur?: The game attempts to load after clicking play in the launcher and then crashes
How often does the issue occur?: Every time

Could you provide the exact error message received?: Unable to launch application. Launch using the ffxivboot.exe file.(0)
Are you running any additional programs alongside Final Fantasy XIV?: No
Does the issue occur with one character or multiple characters?: not sure, havent gotten to the login screen
When the issue happens, is the PC over heating at all?: PC temp is what it has been for the past 2 years.
Were any update or changes made to the PC around the time of the issue?: No updates. This started occuring after I turned my PC off overnight. However I have done this in the past with no issue.
Does this issue occur if the game is run in full screen mode? Does it happen in borderless or windowed mode?: It is attempting to use fullscreen. I am unsure how I would change this without being able to get into the game however.

I have attempted a full reinstall 2 times, and have tried a clean boot of my pc

Issue was resolved by clearing my computers internet browsing data and restarting.
