Having all the money in the world doesn't help if you don't have a large enough team and since Square Enix is a "traditional Japanese company" (read: they do business largely in Japanese and Japanese only, meaning to get hired, you need to known Japanese) means there's only so many people you can hire. Mind you, I absolutely think they SHOULD start outsourcing... But Japanese companies be Japanese companies and tend to be very set in their ways.
