But I am guessing that this is a warning about troublemakers and ne'er-do-wells in the game that may try to get your personal information outside of the game and may create multiple characters to confuse others? And perhaps there has been such trouble on Selbinia lately?

If I understand correctly, then thank you for the warning. I do think the blacklist feature could be helpful in some cases.
