Steps:
1. Go to just South-East of the coordinates above.
2. Walk North-West, with the canal on your right and the buildings along your left. Where two buildings come together just before the canal intersection, there is an overhanging stone trim on one building meshes that isn't present on the other, and the end cap for this mesh has no texturing allowing you to look through the building model (With much flickering due to the occlusion system).
3. I have not personally checked the segment again after deactivating the tower (And thus altering the zone appearance), but I have brought a few people there that could apparently still see it at that point.

System Information not relevant. It's a level design (texturing) problem, not something related to my computer. I have brought several other players to the location to confirm this fact.
