Hi I just got an apartment and I have done the float loft glitch at my friend's estate but I guess the apartment doesnt work? I used a marble partition to attach the loft but for some reason nothing floats...

It works the same way in an apartment as it does in a house.
I don't know what size house your friend had but it is important to keep in mind that if you try to float a wall mounted item too close to one of the default walls, it's going to snap to the wall instead of remaining where you want it to float. Sometimes you have to play with it to find the right distance away from the wall that will allow it to stay in place.
even by moving the partition away fro mthe wall it just doesnt seem to work..
All furniture items have some sort of "hitbox" and if walls or floor is inside their "hitbox" they will attach themself to that wall or fall back down to the floor, i assume you build too close to a wall.
God, I remember decorating my house with the glitching methods. Not fun, let me tell you.
Anyway, a lot of items need to be above a certain height to stay afloat.
Some require to have a height a coffetabel, other above the hingan commode (iirc).
The same applies to wall decorations. What I did to prevent them from snapping back, is to use a stage wall, attach the wall deco to it and move the stage wall into the position of where you want your item to be with the snap point facing away from the house wall.
Then use the float trick again and you should be good.
Im not quite catching onto what ur saying.... is there a gif or a video you could reference? Yeah my apartment is a hinnigan apartment so to avoid the molding that covered the bottom part of the wall i used a marble partition but the glitch doesnt even let the furniture snap up its like it doesnt work at all...

I have not used conventional glitches in a long time, but remember you must pull out the cupboard or loft from your inventory, not the storage and push ESC in the right moment to get the glitch to work, and the cupboard or loft must be inside the items hitbox to move it up.

I used floating techniques repeatedly in both houses and apartments all the way up until the 7.0 update, and again very little afterward. In my experience there is no difference in the methods or results based on whether the property is a house, an apartment, or private room.
Like others have said, the requirements for floating are very specific. They also differ by the type of furnishing. It is a different process to float floor furshings, wall mounted items and tabletop items, and the processes for each all have different wrinkles.
I am happy to help with specific scenarios. What type of item are you trying to float? Is it a floor furnishing, wall mounted, or tabletop?
You said you were trying to use a loft to do the floating, so I will assume you're trying to float a floor furnishing. The loft would not be used in the same way to float a tabletop item. Here are a couple tips to keep in mind for floor furnishings...
When you do the place/cancel actions with the loft, the loft has to intersect the hit box of the item you are trying to float. So you may have to position your stage panel and loft differently so that it goes directly under the center of the item.
Each item has a different sensitivity to where you can place the loft. For some items you must place the loft slightly above the bottom of the floor furnishing when you do place/cancel. Other items allow you to go much higher up from the bottom with the loft. If it's not working, try placing the loft so it is as close as possible to the bottom of the furnishing when you do place/cancel. This just means you will have to repeatedly place/cancel more times.
As mentioned by others, the loft must be placed directly from your inventory.
Do not try to float a floor furnishing above a rug. The furnishing will snap back to the rug if it doesn't meet an additional distance requirement.
These are the tips to just get the floor item lifted. After you get it lifted, the height must meet the minimum float height and you must rotate the item (using mouse and keyboard mode, not a controller) for the item to stay afloat.
what you have to use is the "stage panel wall", to get the loft as low as possible so itll "squeeze" the item you want initially off the floor. And you float it as normal from there.
