Oh, my. I've actually been wondering how this works, since the wording was a little silly (sometimes they really just have no idea how to explain something properly... like what they said about stats from character and gear being 1:1 in 2.0 - they aren't now? can you please English this better?).

That said, if this is accurate, that's just about the worst possible "fix" for the problems surrounding caravan. If you want to force players to make a PT, use some kind of auto-party feature, where everyone involved in the caravan is forced into the same PT automatically. If no one seriously thought of the possibility that you could grief players by not inviting them, I really worry about the future of this game.

You know what else would have worked? Doing a demi-instance thing like you have for LQs. Just let folks do caravans whenever, with their PT they pre-formed*. Throw a cooldown on it if you want, whatever. But please, can we abandon the digital scarcity nonsense? We don't limit, say, Dzemael Darkhold to only 24 people in the whole world being able to do it at any given time, so why do we do that with caravan?

*This, by itself, would have fixed everything without needing any further changes. But now, instead of dealing with people who ninja into the caravan by clicking faster (and maybe they help, maybe they don't), you get to deal with people not inviting you because they're jerks, so you are essentially wasting your time every single time you caravan and someone decides you aren't cool enough to be in the PT.
