Whether or not it changes is entirely up to them and honestly I really don't see it changing much, especially with how it's tied in with relics. I mean if it's totally open world then how do you decide who gets how many points and what chests? If it's everyone working for the rewards of all participants then you see something like Caravan or the Moonfire Faire event where you see a ton of leechers.
It would just be like anything else, first people who sign up gets to participate.
