.ShadowBringer: no longer has a CD but requires 2 stacks which is granted by blood guage/ delirium actions
.TBN: grants DA regardless, but grants a sustaim effect if shield is broken

I'd like more frequent uses of OGCDs to give us more to do.

Personally, I hate things like Storm's Eye (Warrior weaponskill that is sometimes pressed instead of the third part of its 1-2-3 to maintain a buff) and I don't want DRK to get something similar. I don't even have a reasonable justification, I just don't like "losing" the last part of my 1-2-3 because a timer said so. It evokes the same feeling as getting a miss and having to start my combo from the beginning.

I think it could be a good idea to restore Scourge and Plunge as GCDs with a set cooldown, just like Drill, Dreadwinder or Gnashing fang.
But put it on a low CD so you're hitting each of them 2 or 3 times during the filler.

Warrior would have upheaval and stormpath to manage, Paladin would have its 3 atonment and divine might, Gunbreaker would have Gnashing fang, Blasting zone and Ammos to manage, DRK would have Scourge and Plunge.
MCH filler became less boring thanks to Drill and Air Anchor, I believe just repeating the recipe could work nicely.
