I mean, I get quite a few commendations as a DPS, but it depends on the circumstance. If I am a DNC and I give good buffs and it is noticeable, then I get one or two. If I am a SMN and I get a good raise in and save the party, I've gotten quite a few that way. Hellz, even as VPR, I would get commendations (but I think that one was bc of portrait tbh).

I know with my own mindset with commendations, I normally always comm the tank or healer first. My reasoning? The instance kinda needs those 2 playing a bit or else nobody will get through (or at least without great effort). If a tank doesn't press mits and relies on the healer...well we could find ourselves in a total party wipe situation due to mana or just too much damage. If the healer doesn't press their healy buttons, dps will go down to raidwides or mechanics and make the runs last way too long. With dps? Well, you could press the basic combo rotation and never press anything else and still, besides a little bit longer of a dungeon, you probably wouldn't know too much. If the dps does stuff or leads the part (by being a mentor/guiding sprouts/teaching mechanics) without being a jerk about it, then ya they get it 100%.

OR

You are just charismatic and funny in a dungeon/instance Nothing better then someone coming in and making me laugh during my 500th run of Crystal Towers~
