A very large portion - not all, but many - of the mentors do it for an ego boost. So, forgive me for not caring if people want it for that specific reason.
I always comm a dps. They have a more complicated rotation and fewer defensives by default, and their effort greatly affects completion time.
I almost always comm someone unless everyone leaves before I can do so. I'm usually a Healer so my comms are between Tanks and DPS. Where I am healing or another role, I'll comm a DPS:
1. If they are my Dance Partner (either as Dancer or another DPS) and they actually dance. I think that little bond deserves a Comm. Maybe others feel that way as the Dancer above mentioned getting a lot of comms.
2. They are new and giving the group a completion bonus. (I'll comm anyone in that situation)
3. They are a sprout and struggled a lot (lots of deaths) but didn't give up and stayed positive
4. They were fun in chat and enjoyable to be around
5. They have the best portrait, and no one did anything particularly noteworthy
Who people give coms to and why isn't going to change. It's just the reality, I play dps much more than I tank and I enjoy it more but I just either be last out to get a com (it works like 4/5times) or be chatty in party chat. I find that is also a help.
I'm not out to get the mentor crown so much to farm coms on tank. Honestly the mount for 2k roulettes is pretty mid.
If you want to get a commendation, do something to make yourself stand out as being commendation-worthy, and avoid doing things that will make you stand out as being not commendation-worthy.
I frequently get commendations as a DPS. And let it be known: I am a decent Black Mage who makes plenty of mistakes. So how on earth am I getting so many commendations!?

- My Portrait game is on point. When your fellow players are deciding who to give a commendation to, it shows everyone's Portraits. I aim to make charming, well-composed Portraits, and clearly it's working because I keep getting plenty of commendations despite my middling performance as a Black Mage. If I don't say a word for the entire match aside from "HEWWO" and "gg" and I still get a comm, that strongly suggests that I'm getting it due to my Portrait.
- Even before Portraits were in the game, I was getting a solid amount of commendations for my verbal contributions. If you can say something that makes your dungeon run feel less like just another run and more like folks having fun together, you're more likely to get a commendation. Maybe that's something as simple as a joke, maybe it's saying something positive after a wipe, or maybe it's just small talk. Don't limit yourself to just being a model on the screen dealing damage: be a person who others enjoy interacting with! And even if you aren't feeling talky, doing something silly like jumping around or emoting can express your personality, and if others are drawn to that, they'll like being with you more and thus you're more likely to get a comm.
- Finally, avoid being negative or overbearing. If I see someone be remotely critical of another player, they're not getting a comm. If I see someone give an unsolicited explanation of mechanics, they're not getting a comm. If I see someone pull when they're not the tank or the party isn't ready, they're not getting a comm. Something rude on your Adventure Plate, no comm. You might see any or all of this as harmless, and if so: that's the point! When it comes to commendations, it doesn't matter what you think, it matters what the person giving the commendation thinks. So if you want them, then get outside of your own head and take some time to consider how others might view your actions; don't accidentally sabotage yourself!
I have given my comm to a DPS on occasion when they've demonstrated they know the encounter and keep their cool when things get rocky, or otherwise demonstrated some helpfulness.Always irks me that a bad Tank or Healer will always get coms long before a good DPS (Especially if you are phys Ranged).
So bit of a request to people.
If you see a DPS do a good job? Give them a com instead of the Tank who couldn't hold Agro, of the Healer who AFKed only using Regen.
I get it, DPS doing a good job isnt as visible as a Tank or healer, i know WAR DPS is above that of Phys Range and in some cases Magic DPS.
Nothing like being DPS, pulling a clutch win on that last 1% with everyone else dead only for the Tank or Healers to get the full 7 comms lol.
We might see a few less toxic mentors if they cant simply farm coms on Tank/healer to get there in a day or two.
But I also remember that comms create bad mentors so I'm really picky when it comes to giving them out at all.
Not everyone always gives a comm. It may not be that the comm went to a tank or healer. Chances are good it went to no one at all.
Dancer and they gave me dance partner----- Gets a comm
SMN or RDM and they raised someone-----Gets a comm
All other dps? congratulations you did your rotation right but it doesnt deserve a comm. Some people dont even give out comms after the challenge log is complete.

I like to think i have played long enough to know dungeons by heart so not normally an issue there, I try to help players, Always Dance partner and use Shield Samba where appropriate etc.
I was a Trade Mentor for a long time But have wanted to up to combat mentor lol.
I have managed to get to 574 comms total as Dancer, a chunk of those came from leveling healers or tanks though (But still most from DNC over a long period of time)
My Portrait game probably could be better but i like it lol.

If nothing happend i noticed that deserve a commendation i usualy default to the "Pretty portrait" thing.
If a person was nice and added to the Content by just being social that can get a commendation.
If i noticed outstanding things in gameplay i also commendate that but that rarely falls onto DPS exception might be run saver like Red Mage.
If someone is rather unpleasant or even toxic in the social sense i wouldnt give commendation even if it other things apply. Its a KO Criterium.
