So, this was something I understood from both sides. While some people would've wanted a heads up that travel was going to be the way it was for sake of forming a new static, at the same time, I don't know what the proper answer is for Square Enix.

If they gave a heads up before DT, people would've flooded Aether and made congestion worse than it already was before they locked down all the worlds. Congestion status's only change on maintenance/patches so they wouldn't see an influx of home world transfer one day and then take down all the worlds /only/ to change congestion status to stop it.

If they told you it was coming after DT release but before savage, all of the same consequences would still happen.
1) All you would have is just a head start on finding a new static on your data center, but you couldn't home world transfer anywhere besides Dynamis because it was locked and
2) You don't know how bad the restriction is going to be for where you need to be specifically and what times you and your people interact. To pre-breakup the static or any community based off a possibility of inconvenience is also going to be 50/50.
3) Square probably doesn't even want that 50/50. They likely wanted you to at least attempt to play content with people from other data centers on Dynamis or OCE. That is what the Twitter account was spamming every day during the initial DT lockdown. They aren't incentivized on their end to tell you ahead of time.
