They will spike to 30/40 up to 50 login queue and cause limbo ever so often. If you're going strictly for raid and already have 8 people, just transfer to OCE for free. OCE has like a third to half of the population of Dynamis before Dawntrail and they're all in a different time zone which means their population isn't in prime time hours like NA's is. It's never going to be congested, period.
From my understanding about Seraph it's not trying to go to Seraph itself but that having even one congested world on the DC greatly reduces DC travel so Dynamis is experiencing some of the same issues that the other NA DCs are.
