If they are going to change anything, they should go back to what they did at the start of Dawntrail: Only open the doors to Dynamis and OCE so those datacenters can be populated and helped until they figure out how to make a better system. Keep the other DCs locked to travel to, but everyone can travel out to Dynamis or OCE if they like.
