It did. In Shadowbringers. They removed it for some reason???This reflects pretty well all jobs that are bad at downtime management. For instance, MCH, while able to pool and store a lot of resources, is totally helpless during downtime because it cannot hit any targets. DNC is in a similar state and at best can precast dances and I'm actually surprised that Improv never got to fill up gauge slowly. Only BRD does have some downtime tools, namely songs that continue to fill up repertoire even if there is nothing to hit.
Quickest patch fix they could do right now for downtime losses would be to make flamethrower charge heat gauge
Other than that, I really want to see them bring back turret mechanics, like place Autoturret Bishop as a beacon of sorts, have tactician originate from it, give it a skill that debuffs nearby enemy defenses (selfish or for everyone, whichever), let the user gap close to it, give it a skill to make it pulse a barrier like in pvp to help mitigate multi-hit stacks.

Yeah and in the usual SE fashion, instead of turning it into a total DPS loss by dramatically increasing the GCD recast (a bit like Honing Dance if you will), they just removed it. Genius.
