Use the Ammo system MCH had as the "ammo" for the Sniper Rifle skill instead of depending on Cooldown for it to determine which range of damage (from 5000 to 8000 potency) the Sniper does based on which Ammo they fire. The reload skill can be used to Upgrade a lower tier Ammo to a higher tier ammo if the MCH has a low tier Ammo.

Have a single Ammo skill called Lock and Load that apply a Special Ammo into the Ammo slot that turns the Sniper Rifle attack into a skill called "One Shot One Kill" that does a 10000 Potency attack.
While I don't know about the whole sniper idea, I have seen machinist players suggest taking inspiration from PCT painting muses then using them for strong attacks as a sort of reloading a weapon idea. Since CBU3 is so headstrong in the movement tax on physrange it does seem forcing machinist to not be able to move as much at least temporary would be the only compromise they'd make for it to do more damage. Though I am not really a machinist main so I don't know if thats a hottake or not.
