It's time to Lock Out Machinist from PF

MCH seems in line with the rest of the rphysical role. The whole rphysical role needs some buff, but don't really see why specifically MCH should get buffs over DNC or BRD.

MCH is the lowest rDPS job. It deals way too less rDPS.
Pure DPS are also supposed to scale better with gear but MCH is the 9th priority gear wise as its aDPS & nDPS are just too low for a "Pure DPS".

As below said, business as usual until SQEX realize the tax is ridiculously high and pointless...
