After the stinker that was DT, and the fact the game is really being held back by its code, it's time for another moon to fall so we can get A Realm Re-Reborn to fix all this shit.
From a a developer perspective, this is a lot more complicated than I think people are considering. Looking at this purely from an objective standpoint, the amount of resources that would go into something like this is probably not worth the investment. Considering they specifically have options for temporarily allowing you to see the person and chat in instanced content means they've thought about this and have arrived at a solution they are currently satisfied with.
Having said that, I think there is more they can do, and I believe they've mentioned there is more to do in the future with friends list and what not, so I don't think they are done with this.

That is not what I said at all. I did not say it couldn't be done. I said the amount of resources to make this happen would not be worth the investment. Make your own PF, then you won't deal with blacklisted players. If you blacklisted such a high amount, either you blacklist for petty reasons or don't cycle people out every major patch.
If it were me, you already can't see their chat on any of the characters they play on, let alone their name in the PF. Deal with it to learn/clear and move on.
This would be mostly solved if people were allowed to write their grievances without getting banned. Why this is a thing when JP has a community blacklist that is very public is beyond me.

The only game I had a blacklist issue was League of Legends, and they did the same thing. You could block/report someone and then their matchmaking would put you on the same team again. Hated it.
I'm assuming it may create too many issues to deal with everyone's individual block lists for public matchmaking.
Either make your own pf -blacklisted people can’t join- or leave. When DT came out, I deleted my blacklist as people can change, have a bad day, get better and mature and I also had a bunch of venue advertisers for whom the mute list is more appropriate. I like that we can now put comments.
The blacklist system is really weird, they allow you to block and make people invisible but you're still able to queue in with them, but i get that they wouldn't be able to just make it so that person couldn't join pf's you're in though, because then that's basically alienating that person from 6 other people they could be good with, but i wouldn't know a solution for it either

If you mean the WoW pre patch which launched this week, i had not a single issue with it. Like unkillable raids or various issues but this is not the topic here. The solution to this is to setup your own PF. People cannot join your PF if you blacklisted them. Alternatively, you can leave the party.
It prevented you joining a party if you had blacklisted the leader or they had blacklisted you. This should still be the case.In the past I remember the system prevented me from joining parties with blacklisted players and vice versa.
What you can also do is just avoid party descriptions that will attract impatient people (1 wipe and kick type language) or optimization parties that will clearly be upset if you make a mistake. If you avoid parties like this and just join ones with chill language it's generally fine.
