Error 3088 Visiting characters cannot log in at this time

Ok so lets get this straight. even if you log out with your character moved to the data center your static is on during non prime time hours you cant even log in because if you try to and your character is not native to that data center you will get the message.
"This world is experiencing congestion. Visiting characters cannot log in at this time."
Im getting serious endwalker flashbacks with how bad this is trying to raid. Like if ANYONE is in a different data center they are screwed.

Also before anyone says go to dynamis I already tried, same error.

We apologize for any inconvenience that has occurred when playing Final Fantasy XIV. Please note there may have been a heavier than usual load on Data Center Travel due to congestion, however the restrictions should have been lifted/reworked recently. Additionally, if you are receiving the message: "Unable to select [World] as a destination for Return to Home World requests at this time" is normal. This means your Home World is at capacity and not accepting logins or returns.
