Skipping point allocation?

Then realized they didn't seem to add up after each level, so now I'm not sure what happened to them.

I'm not sure what you mean by this, but no, they won't allocate automatically. At level 13 I believe you should have 8 points, 5 for hitting lvl 10 and 1 point for each lvl after. And each class has it's own points.
