Abilities not set to action bar

Today I encountered a glitch wherein, upon attaining the level required for a certain ability, the ability is not set to your action bar. Furthermore, if you attempt to manually set the ability via the actions and traits interface, you are unable to do so. See the following screenshot for visual proof.

So far, I have discovered one workaround: switching classes and then switching back to the original class will allow the ability to be properly set to the action bar.
