Its poeple bouncing around to find cheaper materia. The easy solution is to just ban using other datacenter marketboards for a week or two after the crafted sets come out instead of throttling data center transfers.

Please note there may have been a heavier than usual load on Data Center Travel due to congestion, however the restrictions should have been lifted/reworked recently. If the client is crashing, please try connecting to the Data Center you were initially travelling to first after visiting the main login page.
