The same defenders of this whole "congestion" from this thread will tell you that it clearly makes sense and that only people going on aether are the big bad guys, but going to balm is okay

Mald about it ? I am more than happy Balmung is open, now I dont have to deal with congestion anymore, I have absolutely nothing to be mad about.

If you're a visitor from another world. DC Travel restrictions are exactly the same even after the change. Balmung will be the test on if a normal visitor cap can even be reached since it's going to be grey'd out for travel still.
