New DC travel restrictions seem broken

I understand that Square is trying to balance the worlds, but the new system is just punishing and broken. After traveling for >20 minutes, you should be able to log into a world rather than be told to go home.
I suspect all the people trying to travel, getting blocking from logging in, and then trying to return home, is overloading the travel system in general (example).
And again, I understand the goal of balancing worlds, but it doesn't even seem like the destination worlds are particularly congested at the moment. Any character homed on the destination worlds is able to log in just fine, so this seems way overtuned.
At this point, I just want to play the game, but I've been traveling between various worlds for ~2 hours, and am now stuck, unable to log in to any character, because connecting to a DC requires the travel to complete.
