On the one hand, yes. And the cheaper sub option has limited you to one character per world for the longest time so the incentive clearly was there.
On the other hand they dropped that limitation, the cash shop has so many items that are single-character with no option to pay extra for an account-wide version and seasonal event achievements are also character-bound. If you were present for an event and played through it you get to claim as many copies of its rewartds from the NPC as you need, on that character, when you switch to one who didn't play the event or was created after the event you have the privilege of buying the replica rewards from the cash shop, as single-character purchases. Yet we have other items that are sent to all your characters whenever.
They're sending very mixed signals overall but you only ever run into issues if you intend to have more than one character.
